VA Long Beach Healthcare System (VALBHS) is seeking a Chief of Staff (COS) with proven executive leadership skills and a record of academic achievement who can lead change and build upon the strengths of our current clinical services. The COS reports to the Medical Center Director, and is a full member of the Executive Leadership Team. The COS is responsible for providing leadership for all clinical care, with an emphasis on promotion of access to high quality health care for Veterans as well as patient safety. The COS is fully responsible for programs of patient care and for the educational and research activities of the clinical services. VALBHS has an affiliation with the University of California Irvine (UCI) and the COS should enhance the facility's teaching mission by continuing the education opportunities it provides to medical students, residents, and fellows each year. With the Director, the COS reviews organizational proposals to ensure that the use of manpower is efficient and economical and achieves the goals of the health care system. As the physician executive, the COS is actively involved in VALBHS's leadership and management of resources, organizational performance improvement, patient and employee satisfaction, environment of care, lean systems redesign and strategic planning. In collaboration with the Medical Center Director, the COS assists in the development, organization, implementation and support of patient care, and medical education of the clinical and allied health services.
To carry out these responsibilities, the COS formulates and recommends plans for a comprehensive program of medical care. The COS develops the requirements of staff, facilities, equipment, and supplies needed to carry forward such an integrated program, utilizing necessary reviews and controls. Appraise the effectives of the various medical programs in meeting the needs of patient care. The COS develops and maintains current accepted management practices throughout the organization. Communicates directly with the VISN 22 Chief Medical Officer with regard to the quality and coordination of patient care across the continuum and issues related to one standard of care at the facility.
The COS may serve on VISN Committees, as well as in other various network assignments. The COS is responsible for the efficient operation of the health care system's clinical functions as well as the administrative coordination of its clinical activities and operations to ensure timely and high quality to service to our Veterans. Board certified preferred.
Directs the medical staff governance, by-laws and credential and privileges;
Must demonstrate the principals of servant leadership and be transparent, cooperative and collaborative.
Promotes positive interactions with the community and partners with stakeholders.
Establishes a collaborative climate among all Clinical Departments that promotes optimum access, employee engagement, a high performance network, best practices, and trust in VA care as outlined by the VA Undersecretary for Health;
Ensures all patients receive high quality, efficient, timely, and appropriate care with the highest professional and ethical standards and quality of care;
Ensures the highest level of performance by Medical Staff members through appropriate delineation of clinical privileges, ongoing performance evaluations, orientation and use of lean management systems;
Completes performance evaluations of assigned department managers;
Responsible for the standard of medical care and the professional integration of services across service lines;
Responsible for driving a culture of improvement.
Education : Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.
Licensure and Registration : Must have current, full and unrestricted license to practice medicine in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Language Proficiency : Physicians appointed to direct patient-care positions must be proficient in spoken and written English as required by Title 38 U.S.C. 7402 and 7405(f).
Preferred Experience. The Chief of Staff develops and maintains currently accepted management practices throughout the clinical services. The COS develops and presents budgetary requirements of the clinical services and assists in the formulation of the annual budget program. The Chief of Staff is fully responsible to the Medical Center Director for programs of patient care and for the educational and research activities of the clinical services To carry out these responsibilities, the candidate demonstrates or possesses:

(d) Decision making abilities using available data
