OVERVIEW: Reporting to the Executive Director the Chief Operations Officer (COO) directs, supervises and coordinates the overall clinical and business operations for the organization. Also participates in the development and administration of policies on clinical, business operations and strategic planning.
DUTIES, FUNCTIONS AND RESPONSIBILITIES:
• Participates in development of long-range strategic plans, governance structure and objectives for practice management; • Develops and modify operations as necessary in a systematic fashion based on sound principals needed to remain a viable entity; • In relation with executive management team provides detailed information to team members regarding the performance capabilities of each department; • Provides leadership in developing, planning and implementing the health center’s administrative and operations plan as set by the Executive Director; • Direct the leadership team on need for new and/or revised policies and approve policy recommendations based on data and input from staff and advisory committees to ensure agency compliance and maximum operating effectiveness; • Assures a well-coordinated approach to assure standardization across all sites; • Analyze and recommend changes in organizational systems, policies and procedures and ensures their implementation; • Assures compliance with Federal, State and local standards and regulations as it relates to Safety, Environment of Care, Infection Prevention and Control and works with a multidisciplinary team to maintain compliance; • Oversee and coordinate the development of the public image and overall awareness of agency’s mission, and increase engagement with agency through the management of a strategic communications program; • Remains abreast of all OSHA Standards aimed at reducing risk related to hazardous waste and materials; • Assures and evaluates all vendors for compliance with OSHA standards at least once quarterly or as often as necessary; • Assures compliance with all HRSA Core requirements relevant to operations; assist CEO in ensuring agency meets the 19 Key Program Requirements by HRSA; • Participates in selection and retention of professional and nonprofessional staff reporting to this position • Other duties, projects and responsibilities as determined by the Executive Director.
KNOWLEDGE, SKILLS, AND ABILITIES: • Knowledge of the principles and practices of health planning and administrative management sufficient to lead and oversee agency operations; • Excellent oral and written communication skills; • Excellent customer service skills; • Knowledge of policies and procedures of health centers sufficient to direct its operations and to provide effective patient care; • Sound Project Management Skills; • Skilled in exercising a high degree of assessment, evaluation, problem solving using a systematic approach to achieve agency’s mission; • Skilled in analyzing situations accurately and taking effective action within the prescribed functionality; • Skilled in establishing and maintaining effective working relationships with employees, policy-making bodies, third-party payers, patients and the public; • Skilled in exercising judgement and discretion in developing, applying, interpreting, evaluating and coordinating departmental policies and procedures; • Ability to assume responsibility and exercise authority over operational staff; • Ability to lead and manage the problem-solving process; • Ability to communicate and collaborate with staff, governmental officials and key stakeholders of the health center; • Ability to organize and integrate organizational priorities and deadlines.
